From the first days of the new regime decrees initia­ ting new norms and programmes in every field of social life issued in rapid sequence from Sovnarkom and the CEC. To implement and manage these, programmed action was clearly needed and, what is more, was seen to be needed. This perception of the need for programmed action and the structures to accommodate it may not chime in with the more utopian passages in The State and Revolu­ tion, but it accords well with the organisational traditions of Bolshevism, and reflects Lenin's overwhelming concern, once in power, with precision, discipline and accountability in government.

Decision-making, in fact, took on that ' concentric' struc­ ture which Burns and Stalker have identified as being characteristic of ' organic' systems, and which we observed in the previous chapter was manifested in high degree by the Military Revolutionary Com­ mittee.
