After a decade of development experiences, there are astonishingly few analyses of the underlying reasons of successful or failed transition processes. The lack of this kind of information seems to be due to the limited activity in carrying out comparative research in this field. The normal evaluation reports of the development projects are prepared separately and in such a way as to make a wider comparative analysis difficult. There is an urgent need to increase comparative research concerning the procedural aspects of transition, notably because of the urgent practical needs of development programmes in all transition countries.

At same time, it is clear that this kind of plan is very difficult to formulate. In fact, a realistic level concerning the programming of institutional-level administrative reforms can be prepared by the unit specialised in administrative reform policies. The role of this kind of development agency (see Corkery, Oud Daddah, O'Nuallain and Land, 1998) is indeed crucial to guarantee the planning of the architecture of the future machinery and reforms, to create the necessary international networks and comparative knowledge, and to keep the reforms under political steering.
