Here are a few things to keep in mind. First, you may think there's no cover in these manmade lakes, but fish are adaptable. In areas where cover or structure is lacking, even the smallest rock, hump, or depression may shelter fish. In such waters, fish may also seek out aquatic plants and use them in place of their preferred cover. Often little is done to prevent erosion in these manmade impoundments. On the downwind side of the lake, prevailing winds may create shelves and overhangs that shelter fish.
It also seems to be the case that when man digs a hole, he usually doesn't make it any larger than he has to. Most of these lakes and ponds will be small, and the smaller the impoundment, the more likely it will be relatively featureless. It may be possible for you to work the entire lake systematically.
